The school was named after the People's Commissar of Internal Affairs of the Ukrainian SSR, later a member of the Central Committee of the CPSU(b) (since 1934), Commissioner of State Security of the 1st rank (26.11.1935) Vsevolod Apollonovich Balitsky (27.11.1892, Verkhnedneprovsk, Ekaterinoslav province-27.11.1937, Moscow, shot).
